Maternal Health Program Manager

JOB SUMMARY

The Maternal Health Program Manager is a full-time position within the Philadelphia Department of Public Health, Division of Maternal, Child, and Family Health.  This position is responsible for independently coordinating and managing the strategic planning logistics related to the Philadelphia Maternal Mortality Community Action Team (The OVA), while providing meeting design strategy expertise and policy advisory support. The OVA is a multi-sector coalition whose purpose is to carry out recommendations of the Philadelphia Maternal Mortality Review Committee.  This position requires demonstrated organizational and project management skills, strong written and verbal communication and meeting facilitation skills, experience building relationships with diverse stakeholders, and commitment to work both independently and as part of a team.

JOB SPECIFICATIONS

  1. Stakeholder Management and Engagement:
  • Build and maintain relationships with diverse stakeholders, including community members, community-based organizations, health systems, and implementation teams.
  • Collaborate with partners to lead and track progress of initiatives.
  • Conduct regular meetings with community members involved with The OVA to ensure engagement and active participation.
  1. Meeting Facilitation:
  • Facilitate all OVA meetings, workshops, and collaborative sessions with stakeholders, ensuring productive discussions, effective decision-making, and action item follow-up.
  • Create and maintain meeting agendas, manage meeting logistics, and document meeting minutes.
  • Employ facilitation techniques to promote engagement, creativity, and consensus-building among participants at both in-person and virtual meetings.
  • Guide participants through problem-solving processes, encouraging diverse perspectives and fostering a positive and inclusive environment.
  1. Project Coordination and Monitoring:
  • Monitor the progress of maternal health projects carried out through The OVA implementation teams.
  • Supervision of students and fellows involved in implementation team projects led by The OVA
  • Prepare status reports, summaries, and dashboards for presentation to mid and senior-level management.
  1. Design Strategy and Strategic Planning:
  • Coordinate and manage the strategic planning logistics for The OVA in alignment with the recommendations of the Philadelphia Maternal Mortality Review Committee.
  • Apply design strategy expertise to develop innovative approaches to address maternal health challenges.
  • Assist in the formulation of goals, objectives, and key performance indicators to measure progress and success.
  • Monitor and evaluate the implementation of strategic initiatives, identifying areas for improvement and recommending adjustments as needed.
  1. Research and Best Practices:
  • Stay informed about the current maternal health landscape, identifying best practices, standards, guidelines, and innovative policy approaches.
  • Work with MCFH Epidemiology team to conduct community-based participatory research (CBPR) and gather insights to inform decision-making.

EDUCATION

  • Master’s degree (public health, public policy, social work or equivalent)

OR

  • Equivalent work experience

SKILLS/EXPERIENCE

  • At least 3-5 years of professional experience in stakeholder engagement and project coordination.  Preferred in maternal health or reproductive justice sectors.
  • Strong organizational, problem-solving, and time management skills.
  • Experience in community organizing and/or engagement.
  • Excellent interpersonal skills and the ability to communicate effectively with stakeholders from diverse backgrounds.
  • Exceptional written and verbal communication skills, including the ability to create and present comprehensive project reports.
  • Demonstrated ability to work independently and as part of a team.
  • Strategic thinking and project management skills, with attention to detail and the ability to handle multiple projects simultaneously.
  • Proactive and self-motivated with a high level of initiative.
  • Proficiency in meeting facilitation, ensuring productive discussions, effective decision-making, and action item follow-up.
  • Proficiency in tracking grant activities and preparing accurate and timely reports.

POSITION TYPE AND WORK SCHEDULE

Typical hours or full-time employees are Monday through Friday 9:00 am to 5:00 pm, but candidate must be flexible in attending occasional meetings or events during the evening/weekend hours.

This position is a hybrid during this time and requires a minimum of two in-office days per week. The Perinatal Services Senior Manager must live in the Greater Philadelphia region.
