JOB SUMMARY

The Philadelphia Department of Public Health (PDPH), through the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. The Division of Disease Control monitors, investigates, and implements control measures for infectious diseases and conditions. The COVID-19 Site Visit and Enrollment Specialist serves as a Philadelphia COVID-19 Vaccine Quality Assurance (VCVQA) Specialist for an assigned area in the City and conducts quality assurance visits of enrolled COVID-19 vaccine providers, including educational and follow-up visits as needed.

JOB SPECIFICATIONS

Responsibilities/Duties

  • Review changes to key staff
  • Examine redistribution usage and documentation
  • Review patient eligibility and billing practices
  • Verify documentation including EUA fact sheets, vaccine record cards, V-Safe Information Sheets, post immunization care, and VAERS
  • Review provider's COVID-19 Vaccine Management plan
  • Review PhilaVax Immunization Information System (IIS) reporting requirements
  • Review daily inventory report requirement; examines temperature excursion follow-up practices
  • Examine vaccine storage and handling equipment and temperature monitoring equipment
  • Review transport guidance and practices
  • Serve as a resource of information on COVID-19 immunizations
  • Notify provider of impending site visit by phone and in writing
  • Request information required to conduct the site visit in advance
  • Document findings and necessary corrective actions
  • Follow up with providers after visits as situation warrants in an effort to reduce the number of providers with storage and handling problems
  • Provide courteous and expedient customer service
  • Notify supervisor of any site suspected of mishandling or misusing COVID-19 vaccine.
  • Follow through on all enrollment questions and issues as directed by the Quality Assurance Manager
  • Work with enrollment team to ensure sites are enrolled in a timely fashion and all necessary data has been captured in the enrollment process.

Qualifications

Education

  • Master’s degree in health-related field and/or equivalent experience and training preferred.

Skills/Experience

  • Knowledge of public health; communicable disease guidelines and regulations (specifically COVID-19); vaccine preventable disease guidelines; vaccine handling and storage guidelines; and quality assurance techniques.
  • Strong interpersonal; computer (i.e., MS Word, Excel, and PowerPoint); database management.
  • Ability to communicate effectively orally and in writing; collect and analyze data; train diverse groups; develop and prepare reports; evaluate compliance and conduct site visits.
  • Valid PA driver's license and significant citywide travel required.
  • Experience with vaccine management; working with medical professionals; and REDCap, PhilaVax IIS preferred.

Work Environment:

Standard office setting at workstation and periodic use of office equipment. This position will have a hybrid model with in-office, site visit, and at-home work days. Will be required to report to office to receive work-laptop and other equipment, as necessary.

Position Type and Work Schedule:

Full time position, typical hours are Monday through Friday 8:30 am to 5:00 pm. The position requires responding to public health emergencies.

Travel:

Travel will be necessary to conduct quality assurance site visits and provide follow-up visits.

Physical Demands:

This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time.

Salary and Benefits
