GENERAL DESCRIPTION
The Application Administrator will primarily support applications used for two programs within the Philadelphia Department of Public Health’s (PDPH) Division of Maternal, Children, and Family Health (MCFH):
- Philly Families CAN: A centralized intake system connecting families to home visiting services
- Room2Breathe: An asthma home visiting program
The Application Administrator will serve as the primary liaison between MCFH and the software vendor, managing that relationship and ensuring that the vendor fulfills all contracted duties. The Application Administrator will work with Philadelphia Department of Public Health IT to assess whether current applications are sufficient for needs or whether new applications are required. The Application Administrator will be responsible for training end users to use the application and providing ongoing support for end users. They will be responsible for the coordination, maintenance, execution, and day-to-day operation of the application. The Application Administrator will act as a Super User responsible for end user trainings, which will occur virtually and in-person. The Application Administrator will also be the primary contact with Health IT as MCFH determines whether to become a HIPAA covered unit. They may also be called upon by leadership to perform additional projects or activities necessary to achieve Division goals.
SPECIFIC DUTIES
Software vendor
- Manage relationship with software vendor to ensure vendor fulfills all contracted duties
- Serve as primary liaison with software vendor and MCFH staff for application design, implementation, and continued maintenance
- Manage account invoices and payment processes
- Work with Health IT to determine if current software is sufficient for program needs or if new software is required
End user support
- Lead sessions (online and/or in-person) to train end users to use application correctly; develop accompanying training materials (e.g., how-to guides with screenshots)
- Maintain deep understanding of application and discuss with end users relevant features and functionality to best support their workflow needs
- Manage relationships with end users by incorporating research and documentation of issues as well as coordinating with MCFH staff, vendor, and other parties to resolve end user issues
- Lead recurring check-ins with end users
- Provide ongoing technical assistance to end users
- Oversee User Acceptability Testing by intended application end users
- Manage end user authentication and access to system data and software features; maintain policy/practice documentation regarding what roles receive what levels of access
Application support
- Collaborate with MCFH program and evaluation staff, end users, and software vendor to adapt application to new workflow and software needs
- Serve as application lead contact for day-to-day operations
- Update and configure elements of application such as custom reports, surveys, etc.
- Act as the “business owner” of application for purposes of interfacing with information technology units
- Develop deep knowledge of application features, administrative operations, and functionality to support ongoing customization needs; stay abreast of new software versions, educating end users about new experiences, options, and feature offerings using enhancements to improve work functions
- HIPAA engagement to coordinate with various internal and external customers to implement risk management programs
- Audit application usage, access, and security standards, including maintaining the provisioning and deprovisioning of account access
- Provide software support to other initiatives, including the Aunt Bertha-Connect4Health community resource software, as needed
Reporting
- Assist members of the MCFH data & evaluation team export data from application for program evaluation and quality improvement
Qualifications
REQUIRED QUALIFICATIONS
- A bachelor’s degree from an accredited institution is required—Information technology, public health, or informatics preferred
- At least 3-5 years of work experience as an Application Administrator in a professional setting, public health or healthcare preferred—a Master’s degree in a field focused on information management or data systems can be substituted for two years of work experience
- Experience with deployment of new software systems, including managing vendor relations and training end users
- Strong project management and organizational skills
- Flexibility, professionalism, and the ability to communicate with varied audiences
SUPERVISION
This position reports directly to the MCFH Division Director.

Salary is commensurate with experience and qualifications.
