The Philadelphia Department of Public Health (PDPH), Division of Disease Control (DDC) is tasked with the operation and maintenance of PhilaVax, the Immunization Information System (IIS) for the City of Philadelphia. PhilaVax’s primary mission is to collect and maintain immunization records for the City of Philadelphia. Information collected by PhilaVax is utilized by providers within the city and by partner programs within PDPH. The DDC uses IIS data to help prepare for public health emergencies and provide
education to the community on how to stay safe and healthy.

The IIS Outreach Manager’s primary role is to manage the public portal and to assist in all outward communications from the IIS to the general public, providers, and partner IIS. Communications may include direct public communications about issues and or upgrades to the Public Portal, communications about planned and unplanned IIS or public portal outages. Additional communication responsibilities will include reviewing and creating presentation materials for national and local conferences in which the IIS participates, such as the American Immunization Registry Association’s (AIRA) national conference, the National Immunization Conference (NIC), and Philadelphia Immunization Coalition (PIC) meetings. The IIS Outreach Manager will create workflows for managing patient information to and from the IIS Public Portal and work closely with the IIS systems manager to develop additional features for the IIS public portal. The IIS Outreach Manager will also be responsible for approving training plans from the IIS Education Coordinator for IIS and Immunization program staff. Reports on the outreach section will be provided to the IIS Manager and Deputy IIS manager routinely. The IIS Outreach Manager may be asked to aid in grant writing and budgeting, as necessary.

JOB SPECIFICATIONS

Responsibilities/Duties

 Work with IIS Manager and Deputy IIS Manager to create a deployment and review plan for the IIS public portal.
 Provide communications support for IIS direct communications and presentation materials.
 Work closely with IIS Manager, Deputy IIS Manager, and IIS Section Managers to coordinate all IIS communications.
 Provide leadership for the IIS outreach team and the IIS education team.
 Work closely with other section managers to develop IIS and communication specific upgrades and enhancements.
 Assist IIS Manager and Deputy IIS Manager with grant writing.
 Work with Deputy IIS Manager to develop metrics to assess the effectiveness of the Public Portal.
 Develop proposals for improvements to the IIS public portal.
 Work with Education Coordinator to create routine trainings for IIS and Immunization program staff.
 Work with IIS Education Coordinator to create training plans and materials.
 Periodically evaluate education and public portal workflows and, when necessary, implement improvements.
 Assess and improve the workflow of the IIS Outreach section on a routine basis.
 Supervise staff (2) Outreach Coordinator, and Education Coordinator.
 Must be willing to help in a public health emergency.
 Other duties as required.

Qualifications

Education

  • A Master’s degree in Public Health, Health IT, or Communications with a background or experience in Public Health.

Skills/Experience 

  • 5 years’ experience in public health
  • 2 years’ experience in management
  • 2 years’ experience in communication. 
  • Demonstrated knowledge of Communications.
  • Demonstrated leadership experience.
  • Ability to manage multiple projects concurrently.
  • Expert knowledge of Microsoft office suite, with particular emphasis on Power Point
  • Basic experience in grant writing.
  • Basic understanding of project management.
  • Understanding of process improvement.
  • Must be legally authorized to work in the US

Work Environment:

Standard office setting with extended periods at workstation and periodic use of office equipment.

Position Type and Work Schedule:

Full time position, typical hours are Monday through Friday 8:30 am to 5:00 pm.  

Travel:

Some travel may be necessary provided that public health guidance allows it.

Physical Demands:

Must be able to lift 25lbs.
